An employee lowers a flag to half-mast on the roof of the city administration building on the day of national mourning for the victims of a flooding after a dam collapsed in an artisanal mining encampment near the town of Shchetinkino, in the Siberian city of Krasnoyarsk, Russia. On October 19 two temporary living quarters were flooded after the dam belonging to a gold mining cooperative collapsed, killing at least 15 gold miners. A total of 14 people remain in hospitals while five more were said to be missing.
